On Friday August 27<\/span><\/span><\/b>th<\/span><\/b>, the annual <\/span><\/b>Jackson Hole Summit<\/span><\/b><\/a><\/u> will gather central bankers to discuss policy challenges. A few days before this Summit, <\/span>a new report by Oil Change International<\/a><\/u> reveals that major central banks participating <\/span>provide support to fossil fuel companies, thus contributing to the climate crisis. <\/span><\/span>While extreme weather eve<\/span>nts and recent IPCC warnings should push them to urgently reconsider their policies<\/span><\/span><\/span>,<\/span><\/span><\/span> it is likely that central banks will stick to their <\/span><\/span><\/span>old ways and sideline the climate <\/span>issue<\/span><\/span> by refusing to use the tools at their disposals to<\/span><\/span><\/span> help end the fossil fuel frenzy<\/span><\/span><\/span>.<\/span><\/span>

As it has been the case since 1982,\u202fsome of the most powerful central bankers, economists and regulators in the world\u202f will\u202fgather at the Jackson Hole Summit to discuss key economic policy challenges.\u202f <\/span>As previous years, this \u201cEconomic Symposium\u201d\u202f which has initiated some major monetary policy changes, will be\u202fclosely watched by financial journalists and analysts\u202f eager\u202fto detect future trends in central banking.\u202f<\/span><\/b><\/p>\n

This year\u2019s symposium, to be held virtually on August 27<\/span>th<\/span>, will be an opportunity to check the pulse of central banks in the second year of the Covid-19 era.\u202f With the main theme being\u202f\u00a0\u00bbMacroeconomic Policy in an Uneven Economy\u00a0\u00bb, it makes no doubt that the issue of\u202faddressing\u202finequalities \u202fin a context of covid-related recovery\u202f while monitoring inflation,\u202fand\u202f ensuring financial stability will be high on the menu.<\/span><\/p>\n

But, with\u202f extreme climate events happening everywhere, increasing\u202f social and economic inequalities, and \u202fstrengthening financial risks,\u202f the big question remains whether climate change will be at the center of the attention at \u202fthe Summit which largely serves as a \u201cG7\u201d for central banks.\u202f<\/span><\/b>The recent <\/span>IPCC report<\/span><\/a><\/u> is quite clear: failure to limit global warming to 1.5\u00b0C or below would have dramatic consequences for our environment, societies, and economies. The impact of climate change \u2013 even if kept at 1.5\u00b0C \u2013 will be global, with major destabilizing effects that go far beyond the ones of the current pandemic. To put it mildly: an \u201cuneven economy\u201d will be the least of our worries if we don\u2019t act decisively on climate change.<\/span><\/p>\n

Certainly, climate change has found its way to\u202fthe\u202fagenda of central banks \u202fwhich increasingly\u202frecognize it as a source of financial risk and a key factor to be reflected in future monetary and prudential policies.\u202f Even the historically conservative US Federal Reserve, whose Kansas City branch organizes the Jackson Hole event, recently awakened to the issue. <\/span>However,\u202fwe still do not know when and whether one can expect central banks\u202f to not talk but act on climate. As\u202f previously shown\u202fby the\u202f<\/span><\/b>Green Central Banking Scorecard<\/span><\/b><\/a><\/u>\u202fpublished by Positive Money, G20 central banks are\u202fyet to review their\u202f monetary or prudential policy\u202f to tackle climate change.\u202f<\/span><\/b><\/p>\n

In fact, central banks continue to support polluting industries, thus contributing to the growth of carbon emissions.<\/span> While aligning with the Paris Agreement entails <\/span><\/b>drastically reducing fossil fuel production<\/span><\/b><\/a><\/u> and \u2013 <\/span><\/b>as underlined by the International Energy Agency (IEA)<\/span><\/b><\/a><\/u> \u2013 the end of fossil fuel projects, a new report<\/a><\/u> by Oil Change International endorsed by Reclaim Finance and 20 other organizations reveals that major central banks fail to use the tools at their disposal to direct financial flows away from the fossil fuel industry. On contrary, they help provide it with ample and cheap funding<\/span><\/b>.<\/span><\/p>\n

As the report<\/a><\/u> underlines, central banks could help put the lid on fossil fuel finance by excluding fossil fuel companies from their asset purchases \u2013 whether conducted for monetary purposes or not \u2013 pushing commercial banks to scale down their support to these companies or using their regulatory and research harm to deter funding to them<\/span><\/b>. It is worth noting that<\/span> both the <\/span><\/b>Bank of England<\/span><\/b><\/a><\/u> and the <\/span><\/b>European Central Bank<\/span><\/b><\/a><\/u> are contemplating how to align part of their asset purchases with the Paris Agreement but are yet to clarify what it would mean for fossil fuel companies. <\/span><\/b>Failure to adopt strong fossil fuel policies that notably exclude any company that develop a fossil fuel project would simply come down to greenwashing. <\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div>

A few weeks after the IPCC\u2019s last report was released and a few months before the COP26, the Jackson Hole Summit could be the moment central banks confront the climate problem and start being part of the solution by steering financial flows away from fossil fuels. Old habits die hard, and central bank may ignore the elephant in the room to focus solely on the current context and monetary policy tweaks. But they can also prove worthy of the occasion by cutting ties with fossil fuel finance. It is up to them to decide.
