NZBA needs to speed up the upcoming review of its guidelines and ensure that these are tightened. Its members must be required to issue robust 1.5\u00b0C-aligned targets that are consistent across banks and take on board the criteria of the UN Race to Zero Campaign \u2014 of which the NZBA<\/b><span style=\"text-decoration: underline;\"><a style=\"color: #8ac56b;\" href=\"https:\/\/racetozero.unfccc.int\/meet-our-partners\/\" target=\"_blank\" rel=\"noopener\"> <b>remains a partner<\/b><\/a><\/span><b> \u2014 and the UN High-Level Expert Group on Net Zero.<\/b><\/p>\n<\/div><\/div><\/div><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-1 fusion_builder_column_1_1 1_1 fusion-flex-column\" style=\"--awb-bg-size:cover;--awb-width-large:100%;--awb-margin-top-large:0px;--awb-spacing-right-large:1.92%;--awb-margin-bottom-large:20px;--awb-spacing-left-large:1.92%;--awb-width-medium:100%;--awb-order-medium:0;--awb-spacing-right-medium:1.92%;--awb-spacing-left-medium:1.92%;--awb-width-small:100%;--awb-order-small:0;--awb-spacing-right-small:1.92%;--awb-spacing-left-small:1.92%;\"><div class=\"fusion-column-wrapper fusion-column-has-shadow fusion-flex-justify-content-flex-start fusion-content-layout-column\"><div class=\"fusion-text fusion-text-2\" style=\"--awb-content-alignment:justify;\"><p>The Net-Zero Banking Alliance has issued its<span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.unepfi.org\/industries\/banking\/nzba-progress-report-published\/\" target=\"_blank\" rel=\"noopener\"> first annual progress report<\/a><\/span>. The report provides an overview of the first tranche of 2030 emission reduction targets submitted by the alliance\u2019s members (1).<\/p>\n<p>The NZBA currently has more than 120 members representing almost 40% of total world banking assets. As of September 1, 62 banks had published NZBA targets for 2030 (or, in a handful of cases, sooner). Most of these are the alliance\u2019s 43 founder members, who had until October 2022 to issue their initial targets. The rest are banks which joined after the alliance launched in April 2021 and have set initial targets before their 18-month deadline.<\/p>\n<p>Out of the 62 banks with targets:<\/p>\n<ul>\n<li>45 banks have set power generation emissions reduction targets for 2030 or sooner, of which two are for 2025<\/li>\n<li>31 have set targets for the oil and gas sector<\/li>\n<li>24 have set transport targets (20 automotive; 9 aviation, and 6 shipping)<\/li>\n<li>23 have set commercial and\/or residential real estate targets<\/li>\n<li>11 have set cement sector targets<\/li>\n<li>8 have set coal targets. One of these is for thermal coal only; four are for both thermal and metallurgical coal; and three are combined coal, oil and gas targets.<\/li>\n<li>7 have set steel targets, and a further 4 iron and steel targets<\/li>\n<li>3 have set agricultural targets<\/li>\n<li>3 have set aluminum targets<\/li>\n<\/ul>\n<\/div><div class=\"fusion-title title fusion-title-1 fusion-title-text fusion-title-size-one\" style=\"--awb-text-color:#59bc6d;--awb-margin-bottom:15px;--awb-font-size:16px;\"><div class=\"title-sep-container title-sep-container-left fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><span class=\"awb-title-spacer fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><\/span><h1 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;font-size:1em;--fontSize:16;--minFontSize:16;line-height:1.4;\">Many banks, few targets<\/h1><span class=\"awb-title-spacer\"><\/span><div class=\"title-sep-container title-sep-container-right\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><\/div><div class=\"fusion-text fusion-text-3\" style=\"--awb-content-alignment:justify;\"><p>Each bank has set targets for an average of less than three sectors. It is alarming that so few targets have been set, and that even in the power generation, and coal, oil and gas sectors, which are responsible for the bulk of global greenhouse gas emissions, many banks have failed to set targets. The progress report admits that \u201cit is unlikely that this small number of sectors covers the significant majority of emissions\u201d and recognizes that the pace of target setting \u201cmust be accelerated.\u201d<\/p>\n<p>Even when targets have been set for a sector, it is unclear in many cases how much the targets will help to drive down emissions. The targets are supposed to be aligned with \u201cno\/low-overshoot 1.5\u00b0C transition pathways, as specified by credible science-based climate scenarios.\u201d However this is clearly not the case for many, even if the target percentage appears consistent with sectoral emission declines in 1.5\u00b0C scenarios such as those from the<span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.iea.org\/reports\/net-zero-by-2050\" target=\"_blank\" rel=\"noopener\"> International Energy Agency<\/a><\/span> and the Net-Zero Asset Owner Alliance-supported<span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.unepfi.org\/industries\/investment\/one-earth-climate-model-sectoral-pathways-to-net-zero-emissions\/\" target=\"_blank\" rel=\"noopener\"> One Earth Climate Model<\/a><\/span>.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-2 fusion-title-text fusion-title-size-one\" style=\"--awb-text-color:#59bc6d;--awb-margin-bottom:15px;--awb-font-size:16px;\"><div class=\"title-sep-container title-sep-container-left fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><span class=\"awb-title-spacer fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><\/span><h1 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;font-size:1em;--fontSize:16;--minFontSize:16;line-height:1.4;\">A lack of basic information on targets<\/h1><span class=\"awb-title-spacer\"><\/span><div class=\"title-sep-container title-sep-container-right\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><\/div><div class=\"fusion-text fusion-text-4\" style=\"--awb-content-alignment:justify;\"><p>A key reason why the target percentages are misleading is that many of the targets fail to require cuts in absolute emissions of all Scopes and across all activities within the relevant sectors. The targets also fail to cover all the banks\u2019 activities. In many cases insufficient information is given to even know what the targets are measuring, including which gasses they take into account.<\/p>\n<p>Across all the targets, more than a fifth fail to state which bank activities they cover. Of the 78% which clarify this, all the targets covered lending. Only 15% include capital markets underwriting, despite this accounting for roughly half of all bank finance for fossil fuels (2).<\/p>\n<p>A close look at the oil and gas sectoral targets illustrates the problems of opacity and widely varying methodologies. Of the 31 banks with oil and gas targets, just 15 are explicitly based on absolute emissions of CO2-equivalent, meaning that they include the warming impact of not just CO2 but also methane, an important part of the climate footprint of the fossil gas industry. The other banks\u2019 targets are based on four different absolute and intensity metrics, and five of the banks don\u2019t even disclose what they are measuring.<\/p>\n<p>Similarly, while a clear majority include the clients\u2019 Scopes 1, 2 and 3 emissions, others measure only Scope 1 and 2, or only Scope 3. Nearly a quarter of the banks have not disclosed which emission Scopes they include.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-3 fusion-title-text fusion-title-size-one\" style=\"--awb-text-color:#59bc6d;--awb-margin-bottom:15px;--awb-font-size:16px;\"><div class=\"title-sep-container title-sep-container-left fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><span class=\"awb-title-spacer fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><\/span><h1 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;font-size:1em;--fontSize:16;--minFontSize:16;line-height:1.4;\">New guidelines are needed<\/h1><span class=\"awb-title-spacer\"><\/span><div class=\"title-sep-container title-sep-container-right\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><\/div><div class=\"fusion-text fusion-text-5\" style=\"--awb-content-alignment:justify;\"><p>The NZBA admits that for reasons including the variety of carbon accounting methodologies used, \u201cit is currently not possible to make a judgement on the quality of targets, to calculate the anticipated impact of the targets on global emissions, nor is it reasonable to speculate on the likelihood of an individual member\u2019s meeting their intermediate targets.\u201d These methodological issues need to be fixed.<\/p>\n<\/div><div class=\"fusion-text fusion-text-6\" style=\"--awb-content-alignment:justify;--awb-text-color:var(--awb-color4);\"><p><b>The NZBA<\/b><span style=\"text-decoration: underline;\"><a style=\"color: #8ac56b;\" href=\"https:\/\/www.unepfi.org\/industries\/banking\/letter-from-chair\/\" target=\"_blank\" rel=\"noopener\"> <b>has said<\/b><\/a><\/span><b> it will soon begin a review of its guidelines with a goal of producing an updated version by April 2024. This timeline needs to be speeded up. The NZBA should aim to produce a new version of its guidelines in mid-2023 which applies the lessons from the initial round of target setting and ensures that future targets are ambitious and comprehensive and allow comparisons to be made between banks, and with climate scenarios. This guideline revision process is also an opportunity for the NZBA to add to its requirements the updated criteria of the UN Race to Zero Campaign (3) and the UN<\/b><span style=\"text-decoration: underline;\"><a style=\"color: #8ac56b;\" href=\"https:\/\/reclaimfinance.org\/site\/en\/2022\/11\/08\/reclaim-finance-welcomes-new-united-nations-criteria-on-net-zero\/\" target=\"_blank\" rel=\"noopener\"> <b>High-Level Expert Group on net zero<\/b><\/a><\/span><b>, and in particular their conclusion that keeping 1.5\u00b0C alive means ending financial support for new fossil fuel projects.<\/b><\/p>\n<\/div><div class=\"fusion-separator fusion-full-width-sep\" style=\"align-self: center;margin-left: auto;margin-right: auto;margin-top:20px;margin-bottom:20px;width:100%;max-width:100%;\"><\/div><\/div><\/div><\/div><\/div><div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-2 fusion-flex-container nonhundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"--awb-border-radius-top-left:0px;--awb-border-radius-top-right:0px;--awb-border-radius-bottom-right:0px;--awb-border-radius-bottom-left:0px;--awb-flex-wrap:wrap;\" ><div class=\"fusion-builder-row fusion-row fusion-flex-align-items-flex-start fusion-flex-content-wrap\" style=\"max-width:1216.8px;margin-left: calc(-4% \/ 2 );margin-right: calc(-4% \/ 2 );\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-2 fusion_builder_column_1_1 1_1 fusion-flex-column\" style=\"--awb-padding-top:10px;--awb-padding-right:10px;--awb-padding-bottom:0px;--awb-padding-left:10px;--awb-overflow:hidden;--awb-bg-size:cover;--awb-border-color:#fffffff;--awb-border-top:1px;--awb-border-right:1px;--awb-border-bottom:1px;--awb-border-left:1px;--awb-border-style:solid;--awb-border-radius:10px 10px 10px 10px;--awb-width-large:100%;--awb-margin-top-large:0px;--awb-spacing-right-large:1.92%;--awb-margin-bottom-large:20px;--awb-spacing-left-large:1.92%;--awb-width-medium:100%;--awb-order-medium:0;--awb-spacing-right-medium:1.92%;--awb-spacing-left-medium:1.92%;--awb-width-small:100%;--awb-order-small:0;--awb-spacing-right-small:1.92%;--awb-spacing-left-small:1.92%;\"><div class=\"fusion-column-wrapper fusion-column-has-shadow fusion-flex-justify-content-flex-start fusion-content-layout-column\"><div class=\"fusion-text fusion-text-7\" style=\"--awb-content-alignment:justify;\"><p><b><span style=\"color: #ffffff;\"><u>Notes<\/u><\/span><span style=\"color: #ffffff;\">:<\/span><\/b><\/p>\n<ol>\n<li>Banks have up to 36 months from joining the NZBA to set 2030 targets for \u201ca substantial majority\u201d of nine carbon-intensive sectors, but have to publish an initial set of targets within 18 months of joining the alliance. The banks are supposed to prioritize the highest emitting sectors in these initial targets. Banks are to prioritize setting targets based on greenhouse gas emissions and intensities, and\/or the banks\u2019 exposure to these sectors.<\/li>\n<li>\u00a0RAN et al., \u201c<span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.bankingonclimatechaos.org\/\" target=\"_blank\" rel=\"noopener\">Banking on Climate Chaos<\/a><\/span>,\u201d March 2022. The NZBA is currently working with PCAF on a<span style=\"text-decoration: underline;\"><a href=\"https:\/\/carbonaccountingfinancials.com\/newsitem\/pcaf-launches-public-consultation-on-capital-markets-facilitated-emissions-methodology\" target=\"_blank\" rel=\"noopener\"> methodology<\/a><\/span> for \u201cfacilitated emissions\u201d from underwriting and has made a weak commitment to include capital markets in the next version of its guidelines due to be released in April 2024.<\/li>\n<li>\u00a0GFANZ has recently<span style=\"text-decoration: underline;\"><a href=\"https:\/\/reclaimfinance.org\/site\/en\/2022\/10\/28\/gfanz-quiet-quits-the-uns-race-to-zero-campaign\/\" target=\"_blank\" rel=\"noopener\"> downgraded its relationship<\/a><\/span> with the Race to Zero but the NZBA and the other GFANZ sectoral alliances<span style=\"text-decoration: underline;\"><a href=\"https:\/\/racetozero.unfccc.int\/meet-our-partners\/\" target=\"_blank\" rel=\"noopener\"> remain partners<\/a><\/span> of Race to Zero.<\/li>\n<\/ol>\n<\/div><\/div><\/div><\/div><\/div><div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-3 fusion-flex-container nonhundred-percent-fullwidth non-hundred-percent-height-scrolling\"
