Celle-ci d\u00e9taillait nos graves pr\u00e9occupations concernant les impacts potentiels du projet Papua LNG sur le climat, la biodiversit\u00e9 et les droits humains en Papouasie-Nouvelle-Guin\u00e9e. Dans l\u2019int\u00e9r\u00eat de l\u2019ensemble des parties prenantes \u2014 y compris les institutions financi\u00e8res signataires des Principes de l\u2019\u00c9quateur qui pourraient \u00eatre sollicit\u00e9es pour financer ce projet \u2014 les organisations \u00e0 l\u2019origine de la r\u00e9clamation \u00e9clairent les zones d\u2019ombre de la r\u00e9ponse de TotalEnergies concernant le projet Papua LNG (2).<\/strong><\/p>\n<\/div><div class=\"fusion-text fusion-text-2\" style=\"--awb-content-alignment:justify;\"><p><span style=\"font-weight: 400;\">Co-sign\u00e9 par CELCOR, JACSES, Jubilee Australia, Market Forces et Reclaim Finance<\/span><\/p>\n<\/div><div class=\"fusion-text fusion-text-3\" style=\"--awb-content-alignment:justify;\"><p><span style=\"font-weight: 400;\">Le projet Papua LNG (3), op\u00e9r\u00e9 par TotalEnergies EP PNG \u2013 en partenariat avec ExxonMobil, Santos et ENEOS \u2013 pourrait contribuer \u00e0 l\u2019\u00e9mission d\u2019environ 220 millions de tonnes de CO\u2082. Il affecterait au moins 12 700 personnes dans la province du Golfe de Papouasie-Nouvelle-Guin\u00e9e (4) et pourrait avoir des impacts irr\u00e9versibles sur une centaine d\u2019esp\u00e8ces encore inconnues ou non d\u00e9crites par la science, ainsi que sur au moins 27 esp\u00e8ces menac\u00e9es d\u2019extinction (5).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le groupe bancaire japonais Mitsubishi UFJ Financial Group (MUFG), conseiller financier du projet, cherche actuellement \u00e0 mobiliser des financements, notamment aupr\u00e8s de 7 agences de cr\u00e9dit \u00e0 l\u2019exportation et de plus de 30 banques commerciales (6). <\/span><span style=\"font-weight: 400;\">En d\u00e9cembre 2025, nos organisations ont adress\u00e9 une r\u00e9clamation d\u00e9taill\u00e9e de 60 pages d\u00e9taillant nos pr\u00e9occupations quant au possible non-respect par le projet de six des dix Principes de l\u2019\u00c9quateur (7), dont MUFG est signataire.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En janvier 2026, TotalEnergies a publi\u00e9 une r\u00e9ponse succincte \u00e0 cette r\u00e9clamation. Celle-ci ne r\u00e9pond toutefois pas de mani\u00e8re satisfaisante aux pr\u00e9occupations que nous avons soulev\u00e9es (8).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tout en maintenant notre appel \u00e0 l\u2019ouverture d\u2019une enqu\u00eate par l\u2019association des Principes de l\u2019\u00c9quateur, nous soulignons les lacunes de la r\u00e9ponse de TotalEnergies afin d\u2019informer toute institution financi\u00e8re qui envisagerait de financer le projet (9).<\/span><\/p>\n<\/div><div class=\"fusion-title title fusion-title-1 fusion-title-text fusion-title-size-two\" style=\"--awb-text-color:var(--awb-color4);--awb-margin-top:15px;--awb-margin-bottom:15px;--awb-font-size:16px;\"><div class=\"title-sep-container title-sep-container-left fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><span class=\"awb-title-spacer fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><\/span><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"font-family:&quot;Montserrat&quot;;font-style:normal;font-weight:700;margin:0;font-size:1em;--fontSize:16;--minFontSize:16;line-height:1.5;\"><span style=\"font-weight: 400;\">Dialogue avec les communaut\u00e9s locales<\/span><\/h2><span class=\"awb-title-spacer\"><\/span><div class=\"title-sep-container title-sep-container-right\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><\/div><div class=\"fusion-text fusion-text-4\" style=\"--awb-content-alignment:justify;\"><p><span style=\"font-weight: 400;\">TotalEnergies affirme qu\u2019un dialogue a \u00e9t\u00e9 engag\u00e9 avec les communaut\u00e9s locales, mais n\u2019a toujours fourni aucune preuve de l\u2019existence de documents d\u2019information clairs et accessibles expliquant les risques et impacts du projet. Par exemple, aucun document n\u2019explique clairement ce qu\u2019est le condensat de gaz, les impacts et risques li\u00e9s aux gazoducs, les substances dangereuses susceptibles d\u2019\u00eatre utilis\u00e9es sur le site, ou encore les impacts \u00e9cologiques du dragage des rivi\u00e8res.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Les bulletins d\u2019information du projet d\u00e9crivent surtout des processus administratifs (calendriers, \u00e9tapes, \u00e9tudes en cours ou actions caritatives soutenues par le projet). Ils ne fournissent pas d\u2019informations sur les risques, les impacts et les mesures pr\u00e9vues pour respecter les droits des peuples autochtones en vertu du droit international.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le propre comit\u00e9 consultatif du projet, choisi par TotalEnergies, a exprim\u00e9 des pr\u00e9occupations concernant la mani\u00e8re dont les informations sont communiqu\u00e9es (10). Par ailleurs,une \u00e9valuation partielle des impacts sur les droits humains a soulign\u00e9 que la compr\u00e9hension du projet par les communaut\u00e9s locales restait faible (11).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Fournir des informations claires sur les risques et impacts d\u2019un projet constitue un pr\u00e9-requis simple et fondamental des Principes de l\u2019\u00c9quateur. Sans cela, il est impossible pour les parties prenantes \u2014 y compris les institutions financi\u00e8res signataires des Principes de l\u2019Equateur\u2014 de d\u00e9terminer si les communaut\u00e9s locales ont \u00e9t\u00e9 correctement inform\u00e9es.<\/span><\/p>\n<\/div><div class=\"fusion-title title fusion-title-2 fusion-title-text fusion-title-size-two\" style=\"--awb-text-color:var(--awb-color4);--awb-margin-top:15px;--awb-margin-bottom:15px;--awb-font-size:16px;\"><div class=\"title-sep-container title-sep-container-left fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><span class=\"awb-title-spacer fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><\/span><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"font-family:&quot;Montserrat&quot;;font-style:normal;font-weight:700;margin:0;font-size:1em;--fontSize:16;--minFontSize:16;line-height:1.5;\"><span style=\"font-weight: 400;\">Consentement libre, inform\u00e9 et pr\u00e9alable des peuples autochtones<\/span><\/h2><span class=\"awb-title-spacer\"><\/span><div class=\"title-sep-container title-sep-container-right\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><\/div><div class=\"fusion-text fusion-text-5\" style=\"--awb-content-alignment:justify;\"><p><span style=\"font-weight: 400;\">TotalEnergies affirme avoir con\u00e7u un processus de consentement libre, pr\u00e9alable et inform\u00e9 (CLIP) conforme aux normes internationales. Cependant, en plus de l\u2019absence de preuves montrant que les communaut\u00e9s autochtones concern\u00e9es ont \u00e9t\u00e9 pleinement \u00ab inform\u00e9es \u00bb \u00e0 propos du projet, l\u2019entreprise n\u2019a fourni aucune preuve indiquant qu\u2019elles ont \u00e9t\u00e9 inform\u00e9s de leur droit de refuser le projet ou d\u2019en accepter la r\u00e9alisation sous certaines conditions (12),\u00a0 un droit pourtant reconnu par la D\u00e9claration des Nations unies sur les droits des peuples autochtones. Dans ces circonstances, la condition de \u00ab consentement \u00bb ne peut \u00eatre consid\u00e9r\u00e9e comme remplie.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le terme \u00ab pr\u00e9alable \u00bb signifie \u00e9galement qu\u2019une implication significative des communaut\u00e9s dans les processus de d\u00e9cision doit \u00eatre mise en \u0153uvre avant la prise de d\u00e9cisions majeures relatives \u00e0 l\u2019avanc\u00e9e et \u00e0 l\u2019autorisation d\u2019un projet (13). Ce crit\u00e8re ne peut \u00eatre consid\u00e9r\u00e9 comme respect\u00e9 si une participation significative n\u2019est pas mise en \u0153uvre avant la d\u00e9cision finale d\u2019investissement, que TotalEnergies indique vouloir annoncer en 2026.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Enfin, TotalEnergies affirme que \u00ab les communaut\u00e9s sont assist\u00e9es par des conseillers juridiques ext\u00e9rieurs, qui s\u2019assurent que les membres des communaut\u00e9s comprennent pleinement leurs droits et obligations \u00bb (14). Dans sa d\u00e9claration d\u2019impact environnemental de 2019, l\u2019entreprise annon\u00e7ait vouloir \u00ab recruter une tierce partie ind\u00e9pendante pour informer et conseiller les propri\u00e9taires fonciers coutumiers \u00bb (15) quant \u00e0 l\u2019acc\u00e8s aux terres ou aux compensations. On peut donc supposer que ces conseillers juridiques ext\u00e9rieurs sont recrut\u00e9s par TotalEnergies. Les communaut\u00e9s concern\u00e9es devraient pouvoir avoir acc\u00e8s \u00e0 des conseillers juridiques ind\u00e9pendants de leur choix.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A titre d\u2019exemple, des habitant-e-s du delta de Purari cherchent actuellement une assistance juridique ind\u00e9pendante urgente concernant des autorisations de rejet de d\u00e9chets li\u00e9es au projet dans le syst\u00e8me fluvial de la rivi\u00e8re Purari (16). <\/span><\/p>\n<\/div><div class=\"fusion-title title fusion-title-3 fusion-title-text fusion-title-size-two\" style=\"--awb-text-color:var(--awb-color4);--awb-margin-top:15px;--awb-margin-bottom:15px;--awb-font-size:16px;\"><div class=\"title-sep-container title-sep-container-left fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><span class=\"awb-title-spacer fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><\/span><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"font-family:&quot;Montserrat&quot;;font-style:normal;font-weight:700;margin:0;font-size:1em;--fontSize:16;--minFontSize:16;line-height:1.5;\"><span style=\"font-weight: 400;\">Climat<\/span><\/h2><span class=\"awb-title-spacer\"><\/span><div class=\"title-sep-container title-sep-container-right\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><\/div><div class=\"fusion-text fusion-text-6\" style=\"--awb-content-alignment:justify;\"><p><span style=\"font-weight: 400;\">TotalEnergies affirme avoir r\u00e9alis\u00e9 une \u00e9valuation des risques climatiques (Climate Change Risk Assessment &#8211; CCRA), mais n\u2019a pas rendu ce document public, ce qui semble contrevenir aux Principes de l\u2019\u00c9quateur 2, 3, 4, 5 et 10. Cette absence de transparence emp\u00eache les communaut\u00e9s affect\u00e9es \u2014 ainsi que d\u2019autres communaut\u00e9s touch\u00e9es par le changement climatique en Papouasie-Nouvelle-Guin\u00e9e, et toute autre partie prenante \u2014 d\u2019\u00e9valuer les analyses et les communications concernant les impacts climatiques du projet.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Elle est d\u2019autant plus pr\u00e9occupante que TotalEnergies a fait l\u2019objet de plusieurs d\u00e9cisions de justice ou d\u2019organes de r\u00e9gulation faisant \u00e9tat de ses communications trompeuses concernant ses impacts climatiques. En octobre 2025, le tribunal judiciaire de Paris a ainsi jug\u00e9 que TotalEnergies a induit les consommateurs en erreur avec ses promesses de neutralit\u00e9 carbone et en donnant l\u2019impression d\u2019\u00eatre un acteur majeur de la transition \u00e9nerg\u00e9tique, tout en continuant \u00e0 promouvoir et vendre davantage d\u2019\u00e9nergies fossiles (17). La communication trompeuse de l\u2019entreprise quant \u00e0 ses impacts climatiques a \u00e9galement fait l\u2019objet de d\u00e9cisions similaires r\u00e9centes en Allemagne, en Afrique du Sud et au Royaume-Uni (18). ExxonMobil, partenaire du projet, fait \u00e9galement l\u2019objet de proc\u00e9dures judiciaires concernant ses d\u00e9clarations climatiques (19).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">TotalEnergies ne semble pas avoir communiqu\u00e9 ces informations aux populations affect\u00e9es par le projet, alors qu\u2019elles pourraient influencer leur perception du projet.<\/span><\/p>\n<\/div><div class=\"fusion-title title fusion-title-4 fusion-title-text fusion-title-size-two\" style=\"--awb-text-color:var(--awb-color4);--awb-margin-top:15px;--awb-margin-bottom:15px;--awb-font-size:16px;\"><div class=\"title-sep-container title-sep-container-left fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><span class=\"awb-title-spacer fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><\/span><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"font-family:&quot;Montserrat&quot;;font-style:normal;font-weight:700;margin:0;font-size:1em;--fontSize:16;--minFontSize:16;line-height:1.5;\"><span style=\"font-weight: 400;\">Droits humains<\/span><\/h2><span class=\"awb-title-spacer\"><\/span><div class=\"title-sep-container title-sep-container-right\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><\/div><div class=\"fusion-text fusion-text-7\" style=\"--awb-content-alignment:justify;\"><p><span style=\"font-weight: 400;\">Concernant les droits humains, TotalEnergies \u00e9voque une seconde \u00e9tude d\u2019impact sur les droits humains (Human Rights Impact Assessment &#8211; HRIA) r\u00e9alis\u00e9e en 2025 pour actualiser celle de 2017. Toutefois, ce document n\u2019a pas \u00e9t\u00e9 publi\u00e9, ce qui emp\u00eache les populations locales de v\u00e9rifier son contenu et de prendre connaissance de l\u2019\u00e9valuation des potentiels impacts n\u00e9gatifs du projet sur leurs droits humains.<\/span><\/p>\n<\/div><div class=\"fusion-title title fusion-title-5 fusion-title-text fusion-title-size-two\" style=\"--awb-text-color:var(--awb-color4);--awb-margin-top:15px;--awb-margin-bottom:15px;--awb-font-size:16px;\"><div class=\"title-sep-container title-sep-container-left fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><span class=\"awb-title-spacer fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><\/span><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"font-family:&quot;Montserrat&quot;;font-style:normal;font-weight:700;margin:0;font-size:1em;--fontSize:16;--minFontSize:16;line-height:1.5;\"><span style=\"font-weight: 400;\">Biodiversit\u00e9<\/span><\/h2><span class=\"awb-title-spacer\"><\/span><div class=\"title-sep-container title-sep-container-right\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><\/div><div class=\"fusion-text fusion-text-8\" style=\"--awb-content-alignment:justify;\"><p><span style=\"font-weight: 400;\">La d\u00e9claration d\u2019impact environnemental de 2019 pour la partie amont du projet (Upstream Environmental Impact Statement \u2013 EIS) et son addendum de 2024, qui \u00e9valuent les impacts du projet sur la biodiversit\u00e9, ne sont disponibles ni sur le site du projet ni sur les sites gouvernementaux. Le fait que deux des trois r\u00e9sum\u00e9s de ces \u00e9tudes ne soient pas accessibles constitue une violation claire du Principe de l\u2019\u00c9quateur n\u00b010 et emp\u00eache toute \u00e9valuation ind\u00e9pendante des impacts sur la biodiversit\u00e9. Le seul document mentionn\u00e9 dans la r\u00e9ponse de TotalEnergies concernant la biodiversit\u00e9 est une politique \u00ab Biodiversit\u00e9 et \u00e9cosyst\u00e8mes \u00bb d\u2019une seule page (20).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La r\u00e9ponse de TotalEnergies ne traite pas non plus du fait que la zone du projet abrite environ 100 esp\u00e8ces encore inconnues ou non d\u00e9crites par la science. Si rien n\u2019est connu de ces esp\u00e8ces, il est impossible d\u2019\u00e9valuer et de r\u00e9duire les risques que le projet fait peser sur celles-ci, y compris celui de leur extinction. Il est \u00e9galement impossible de d\u00e9terminer leur r\u00f4le \u00e9cologique dans la protection de l\u2019habitat de 27 autres esp\u00e8ces sur la Liste rouge de l\u2019UICN et menac\u00e9es d\u2019extinction (21).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Enfin, TotalEnergies ne r\u00e9pond pas aux questions soulev\u00e9es dans notre r\u00e9clamation concernant le retrait de la chauve-souris frugivore de Bulmer, l\u2019une des 100 esp\u00e8ces les plus menac\u00e9es au monde, de la liste des esp\u00e8ces sensibles situ\u00e9es dans la zone du projet, sans explication ni identification de la personne ayant pris cette d\u00e9cision (22).\u00a0<\/span><\/p>\n<\/div><div class=\"fusion-title title fusion-title-6 fusion-title-text fusion-title-size-two\" style=\"--awb-text-color:var(--awb-color4);--awb-margin-top:15px;--awb-margin-bottom:15px;--awb-font-size:16px;\"><div class=\"title-sep-container title-sep-container-left fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><span class=\"awb-title-spacer fusion-no-large-visibility fusion-no-medium-visibility fusion-no-small-visibility\"><\/span><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"font-family:&quot;Montserrat&quot;;font-style:normal;font-weight:700;margin:0;font-size:1em;--fontSize:16;--minFontSize:16;line-height:1.5;\"><span style=\"font-weight: 400;\">Impacts cumul\u00e9s<\/span><\/h2><span class=\"awb-title-spacer\"><\/span><div class=\"title-sep-container title-sep-container-right\"><div class=\"title-sep sep- sep-solid\" style=\"border-color:#3e3e3e;\"><\/div><\/div><\/div><div class=\"fusion-text fusion-text-9\" style=\"--awb-content-alignment:justify;\"><p><span style=\"font-weight: 400;\">TotalEnergies affirme que \u00ab l\u2019EIS traite des impacts cumul\u00e9s avec d\u2019autres projets industriels tels que le projet minier Mayur ou la Zone Economique Sp\u00e9ciale (ZES) d\u2019Ihu \u00bb. Cependant, l\u2019EIS de 2019 affirmait que cette ZES \u00e9tait \u00ab hors de son p\u00e9rim\u00e8tre \u00bb d\u2019\u00e9tude (23), et l\u2019addendum de 2024 n\u2019a pas mis \u00e0 jour le chapitre sur les impacts cumul\u00e9s.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">TotalEnergies affirme \u00e9galement qu\u2019il est impossible d\u2019\u00e9valuer les impacts cumul\u00e9s avec d\u2019autres projets p\u00e9troliers et gaziers mentionn\u00e9s dans notre r\u00e9clamation, car ceux-ci seraient encore \u00ab en phase de conception \u00bb. Une position qui va \u00e0 l\u2019encontre des indications publi\u00e9es en 2022 par les Principes de l\u2019Equateur, qui pr\u00e9cisent que \u00ab les impacts cumul\u00e9s doivent prendre en compte les projets existants, planifi\u00e9s ou raisonnablement pr\u00e9visibles \u00bb (24). La norme de performance n\u00b05 de la Soci\u00e9t\u00e9 financi\u00e8re internationale (SFI) recommande toutefois \u00ab d\u2019\u00e9viter les d\u00e9placements involontaires autant que possible \u00bb. L\u2019addendum de l\u2019EIS datant de 2024 indique que 42 personnes vivent dans le hameau de Pokore depuis 2020, soit plusieurs ann\u00e9es avant sa publication (28). Le document ne fait pourtant aucune r\u00e9f\u00e9rence \u00e0 ce hameau dans sa \u00ab liste des consultations avec les parties prenantes \u00bb, et indique que \u00ab l\u2019acceptabilit\u00e9 par les parties prenantes \u00bb d\u2019une installation centrale de traitement situ\u00e9e \u00e0 environ 700 m\u00e8tres du hameau de Pokore est \u00ab inconnue \u00bb (29). Cela laisse entendre que les familles du hameau n\u2019ont pas \u00e9t\u00e9 consult\u00e9es.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">TotalEnergies n\u2019exclut pas explicitement la possibilit\u00e9 d\u2019expulsions forc\u00e9es, que la SFI recommande pourtant d\u2019\u00e9viter. Cette absence de clarification est particuli\u00e8rement pr\u00e9occupante pour les femmes et les enfants qui seraient d\u00e9plac\u00e9s, notamment au vu des pr\u00e9c\u00e9dents en mati\u00e8re d\u2019expulsions forc\u00e9es en Papouasie-Nouvelle-Guin\u00e9e.
