It remains, however, unclear how the guidelines will truly impact the investor\u2019s practices regarding the world&rsquo;s biggest polluters such as Exxon Mobil, Shell or Peabody Energy. More importantly, what we know for sure is that without the threat of divestment, engagement can hardly be effective.<\/span> <\/b><\/p>\n<p style=\"text-align: justify;\">In its <a href=\"https:\/\/www.blackrock.com\/corporate\/literature\/publication\/our-2021-stewardship-expectations.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" style=\"\"><u>2021 Stewardship Expectations<\/u><\/a>, BlackRock finally recognizes shareholder resolution\u2019s effectiveness in changing business practices and <a href=\"https:\/\/www.ft.com\/content\/d47a23bb-5c50-4aa6-adde-de0113395827\" target=\"_blank\" rel=\"noopener noreferrer\" style=\"\"><u>commits to back more shareholder votes<\/u><\/a> on climate change. Up to now, BlackRock\u2019s key argument to keep investing in some of the worst climate offenders was about staying invested into a compan<span style=\"color: rgb(229, 227, 227);\">y in order to push it to change<\/span>. But research shows that in 2020, BlackRock has only supported <a href=\"https:\/\/shareaction.org\/wp-content\/uploads\/2020\/11\/Voting-Matters-2020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" style=\"\"><u>11% of climate resolutions<\/u><\/a>, making it one of the worst investors when it comes to climate votes. Today&rsquo;s news could be a huge shift in BlackRock\u2019s practices, if engagement translates into action.<\/p>\n<h5 style=\"text-align: justify; --fontSize:18; line-height: 1.5; --minFontSize:18;\" data-fontsize=\"18\" data-lineheight=\"27px\" class=\"fusion-responsive-typography-calculated\"><b style=\"color: rgb(229, 227, 227);\">1. Effective engagement comes with real consequences<\/b><\/h5>\n<p style=\"text-align: justify;\">Ho<span style=\"color: rgb(229, 227, 227);\">wever, BlackRock has failed to adopt a robust engagement strategy<\/span><span style=\"color: rgb(229, 227, 227);\"><span style=\"color: rgb(229, 227, 227);\">. In 2<\/span>0<span style=\"color: rgb(229, 227, 227);\">21, BlackRock will ask comp<\/span>anies to publish \u201cplans to align their business with the global goal of net zero<\/span> GHG emissions by 2050\u201d. This expectation seems bold, but remains too general and focused on the long-term to allow immediate impacts, especially considering that Blackrock does not explain how this will translate into an effective engagement process leading to real-world change.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: rgb(79, 173, 121);\">The following months will be decisive to se<span style=\"color: rgb(79, 173, 121);\">e how this translates into actual vo<span style=\"color: rgb(79, 173, 121);\">tin<\/span><\/span><span style=\"color: rgb(79, 173, 121);\">g. <\/span><\/span><span style=\"font-family: var(--body_typography-font-family); font-size: var(--body_typography-font-size); font-style: var(--body_typography-font-style,normal); font-weight: var(--body_typography-font-weight); letter-spacing: var(--body_typography-letter-spacing); color: rgb(79, 173, 121);\">In its announcement today, the asset manager stresses that it will \u201csupport shareholder proposals that are reasonable and not unduly constraining to management\u201d, which is extremely vague.<\/span><\/p>\n<ul>\n<li><span style=\"color: rgb(229, 227, 227);\">As we detail in <\/span><a href=\"https:\/\/reclaimfinance.org\/site\/nos-combats\/nos-demandes-engagement\/\" target=\"_blank\" rel=\"noopener noreferrer\" style=\"text-align: justify; font-family: var(--body_typography-font-family); font-size: var(--body_typography-font-size); font-style: var(--body_typography-font-style,normal); letter-spacing: var(--body_typography-letter-spacing);\"><u><span style=\"color: rgb(229, 227, 227);\">our demands on engagement<\/span><\/u><\/a><span style=\"text-align: justify; color: rgb(229, 227, 227); font-family: var(--body_typography-font-family); font-size: var(--body_typography-font-size); font-style: var(--body_typography-font-style,normal); letter-spacing: var(--body_typography-letter-spacing);\">, a robust engagement process with companies requires public, specific and time-bound demands to deploy long-term 1.5\u00baC alignment strategies and immediate absolute emission reduction measures to halve GHG emissions by 2030.<\/span><\/li>\n<li><span style=\"color: rgb(229, 227, 227);\">Regarding coal, this means for example requiring companies to adopt, by 2021, asset-based coal phase-out strategies to fully exit the sector by 2030 in EU\/OECD countries and 2040 worldwide. Such a demand is already made by various financial actors such as French investors Amundi, Lyxor and AXA. <\/span><\/li>\n<li><span style=\"text-align: justify; color: var(--body_typography-color); font-family: var(--body_typography-font-family); font-size: var(--body_typography-font-size); font-style: var(--body_typography-font-style,normal); letter-spacing: var(--body_typography-letter-spacing);\"><span style=\"color: rgb(79, 173, 121);\">Not only has BlackRock failed to require the adoption of specific coal phase-out measures but it also seems to consider a 2050 coal phase-out date acceptable.<\/span><\/span><span style=\"text-align: justify; color: rgb(229, 227, 227); font-family: var(--body_typography-font-family); font-size: var(--body_typography-font-size); font-style: var(--body_typography-font-style,normal); letter-spacing: var(--body_typography-letter-spacing);\"> Indeed, referring to KEPCO, BlackRock says that they \u201cwelcome\u201d KEPCO\u2019s 2050 announcement. The problem is that KEPCO has not given up on all its new coal plants and that a 2050 coal phase out is<\/span><a href=\"http:\/\/priceofoil.org\/2018\/10\/17\/the-skys-limit-ipcc-report-15-degrees-of-warming\/\" target=\"_blank\" rel=\"noopener noreferrer\" style=\"text-align: justify; font-family: var(--body_typography-font-family); font-size: var(--body_typography-font-size); font-style: var(--body_typography-font-style,normal); letter-spacing: var(--body_typography-letter-spacing);\"><u><span style=\"color: rgb(229, 227, 227);\"> far too late to achieve a 1.5\u00b0C target<\/span><\/u><\/a><span style=\"text-align: justify; color: rgb(229, 227, 227); font-family: var(--body_typography-font-family); font-size: var(--body_typography-font-size); font-style: var(--body_typography-font-style,normal); letter-spacing: var(--body_typography-letter-spacing);\">.<\/span><\/li>\n<\/ul>\n<h5 style=\"text-align: justify; --fontSize:18; line-height: 1.5; --minFontSize:18;\" data-fontsize=\"18\" data-lineheight=\"27px\" class=\"fusion-responsive-typography-calculated\"><b><span style=\"color: rgb(229, 227, 227);\">2. Engagement is only one of many decarbonization tools<\/span><\/b><\/h5>\n<p style=\"text-align: justify;\"><span style=\"color: rgb(229, 227, 227);\">While Blackrock\u2019s decision to engage 1000 companies against 440 previously looks like good news, it remains unclear how it will find the resources to effectively engage with each of them. <\/span>E<span style=\"color: rgb(229, 227, 227);\">ngagement co<\/span>nsumes time and resources and therefore the choice of companies to engage with is crucial, especially given the <a href=\"http:\/\/productiongap.org\/2020report\/\" target=\"_blank\" rel=\"noopener noreferrer\" style=\"\"><u>small window of time available<\/u><\/a> to stay below the 1.5\u00b0 limit.<\/p>\n<p style=\"text-align: justify;\">For this reason, Reclaim Finance stresses the importance to carefully select the companies that are fit for engagement. Other companies should be addressed through other tools.<\/p>\n<p style=\"text-align: justify;\">\n<ul>\n<li><span style=\"color: var(--body_typography-color); font-family: var(--body_typography-font-family); font-size: var(--body_typography-font-size); font-style: var(--body_typography-font-style,normal); letter-spacing: var(--body_typography-letter-spacing);\"><span style=\"color: rgb(79, 173, 121);\">B<span style=\"color: rgb(79, 173, 121);\">eyond voting, investors <\/span>are also <\/span><a href=\"https:\/\/reclaimfinance.org\/site\/en\/2020\/12\/03\/will-investors-use-their-bond-power\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: rgb(79, 173, 121);\"><u>responsible through their bonds<\/u><\/span><\/a><span style=\"color: rgb(79, 173, 121);\"> and their decision to grant or deny debt to polluting companies and projects. <\/span><\/span><span style=\"color: var(--body_typography-color); font-family: var(--body_typography-font-family); font-size: var(--body_typography-font-size); font-style: var(--body_typography-font-style,normal); letter-spacing: var(--body_typography-letter-spacing);\">Thus committing to align bond purchases with their climate engagement is crucial. <\/span><\/li>\n<li><span style=\"color: rgb(79, 173, 121);\">Divestment should also be considered as an obvious solution for companies that keep expanding the fossil fuel frontier and are not interested in transitioning.<\/span><\/li>\n<\/ul>\n<h5 data-fontsize=\"18\" data-lineheight=\"27px\" class=\"fusion-responsive-typography-calculated\" style=\"--fontSize:18; line-height: 1.5; --minFontSize:18;\"><b style=\"color: rgb(229, 227, 227);\">3. BlackRock remains the largest investor in fossil fuels<\/b><\/h5>\n<\/p>\n<p style=\"text-align: justify;\">In this regard, <span style=\"color: rgb(79, 173, 121);\">BlackRock\u2019s<\/span><a href=\"https:\/\/urgewald.org\/medien\/blackrocks-new-policy-affects-less-20-coal-industry#:~:text=BlackRock's%20policy%20only%20covers%20businesses,the%20company's%20own%20power%20stations.\" target=\"_blank\" rel=\"noopener noreferrer\" style=\"\"><span style=\"color: rgb(79, 173, 121);\"> <u>current coal exclusion policy is extremely weak<\/u><\/span><\/a><span style=\"color: rgb(79, 173, 121);\">.<\/span><span style=\"color: rgb(79, 173, 121);\"> <\/span>Not only does the policy apply to less than a third of its assets under management &#8211; as passively managed funds are left out &#8211; but it also covers just 17% of the coal industry. Consequently, BlackRock can still invest in <a href=\"https:\/\/coalexit.org\/\" target=\"_blank\" rel=\"noopener noreferrer\" style=\"\"><u>240 companies<\/u><\/a> planning new coal plants, mines and infrastructures.<\/p>\n<p style=\"text-align: justify;\">Sad news, these <span style=\"color: rgb(229, 227, 227);\">coal developers <\/span>are only a part of the many companies still backed by BlackRock despite their expansion plans in the fossil fuel sector. As the <a href=\"https:\/\/reclaimfinance.org\/site\/en\/2020\/12\/09\/five-years-lost\/\" target=\"_blank\" rel=\"noopener noreferrer\" style=\"\"><u>Five Years Lost report<\/u><\/a> shows, BlackRock holds more than USD 110 billion in share and bond holdings of companies developing 12 large-scale and contested fossil fuel expansion projects.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #ffffff;\"><b><span style=\"color: rgb(138, 197, 107);\">The UNEP-led <\/span><a href=\"http:\/\/productiongap.org\/wp-content\/uploads\/2020\/12\/PGR2020_FullRprt_web.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" style=\"color: rgb(138, 197, 107);\">2020 Production Gap report <\/a><span style=\"color: rgb(138, 197, 107);\"> recently highlighted that to follow a 1.5\u00b0C-consistent pathway, the world will need to decrease fossil fuel production by roughly 6% per year between 2020 and 2030. <\/span><\/b><\/span><b style=\"color: #ffffff;\"><span style=\"color: rgb(138, 197, 107);\">It is well past time to build robust policies in line with climate science that help protect investor\u2019s clients from stranded assets, and most importantly limit the negative impacts of their investments.<\/span> <\/b><\/p>\n<\/div><div class=\"fusion-clearfix\"><\/div><\/div><\/div><\/div><\/div><div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-2 nonhundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"--awb-border-radius-top-left:0px;--awb-border-radius-top-right:0px;--awb-border-radius-bottom-right:0px;--awb-border-radius-bottom-left:0px;--awb-flex-wrap:wrap;\" ><div
