As a growing number of financial players demand<\/span><\/span>s<\/span><\/span> that companies in their portfolios achieve carbon neutrality by 2050, the climate and energy think tank, Ember, publishes<\/span><\/span> today<\/span><\/span> a <\/span><\/span>conclusive <\/span><\/span>report on Engie’s climate strategy. Not only is Engie late in publishing a plan to close its remaining coal-fired power plants, but its gamble on gas poses serious risks to the climate and its shareholders in a context of climate emergency <\/span><\/span>and <\/span><\/span>an increasing<\/span><\/span> competitiveness of renewable energies. <\/span><\/span>See<\/span><\/span> <\/span><\/span>b<\/span><\/span>elow<\/span><\/span> a b<\/span><\/span>reakdown<\/span><\/span> of the stakes.<\/span><\/span> <\/span><\/b><\/p>\n

Engie\u2019s decarbonization path until today <\/span><\/span> <\/span><\/b><\/span><\/p>\n

Engie committed in 2015 to not build new coal plants and to reduce its activity in the coal sector. In December 2017, Engie joined the Powering Past Coal Alliance, reaffirming its commitment to work towards the global phase-out of unabated coal power. Yet<\/span><\/span> Engie pursued the development of new coal plants in Brazil (Pampa Sul), Chile (<\/span>Infrastructura<\/span> Energetica <\/span>Mejillones<\/span>-IEM), Mongolia and Morocco and <\/span><\/span>mostly<\/span><\/span> sold its coal assets instead of closing them –<\/span><\/span> <\/span><\/span>bringing<\/span><\/span> <\/span><\/span>no real <\/span><\/span>benefit <\/span><\/span>in <\/span><\/span>terms of <\/span><\/span>greenhouse <\/span><\/span>gas <\/span><\/span>emissions <\/span><\/span>reductions (1). <\/span><\/span> <\/span><\/p>\n

While E<\/span><\/span>ngie<\/span><\/span> reduced its coal power capacity by more than 75% – from 20,872 MW in 2015 to 4,700.8 MW in 2019<\/span><\/span> –<\/span><\/span> it still <\/span><\/span>currently operates 10 coal power plants<\/span><\/span> <\/span><\/span>for a total of <\/span><\/span><\/strong>4 GW of installed capacity<\/strong>.<\/span><\/span> 76 % in Latin America (Chile, Brazil and Peru), 14 % in Morocco and 10 % in Portugal (2).<\/span><\/span> <\/span><\/span> <\/span><\/p>\n

Of this installed capacity, 70% still does not have a closure date: 3 of Engie’s coal-fired power plants in Chile <\/span><\/span>(<\/span><\/span>Andina, Hornitos and IEM<\/span><\/span>)<\/span><\/span>, 2 in Brazil and 1 in Morocco. Engie is trying to sell its coal plants in Brazil.<\/span><\/span> <\/span><\/strong><\/p>\n

Engie\u2019s business-as-usual road ahead<\/span><\/span> <\/span><\/b><\/p>\n

A <\/span><\/span>new report<\/u><\/span><\/span><\/a> <\/span><\/span>by the climate and energy think tank Ember <\/span><\/span>review<\/span><\/span>ing<\/span><\/span> Engie\u2019s transition strategy warns about the absence of a comprehensive coal-phase out strategy and the inconsistency of the company\u2019s SBTi target of 2\u00b0C with the objectives of the Paris Agreement<\/span><\/span> (<\/span><\/span>3<\/span><\/span><\/strong>)<\/strong>. <\/span><\/span> <\/span><\/p>\n

Renewable energ<\/span><\/span>y accounts currently for<\/span><\/span> 27% of E<\/span><\/span>ngie<\/span><\/span>‘s<\/span><\/span> total<\/span><\/span> <\/span><\/span>installed capacity<\/span><\/span>, against 54% for gas.<\/span><\/span> <\/span><\/span>Despite Engie\u2019s plan to increase solar and wind capacity, E<\/span><\/span>ngie<\/span><\/span>\u2019s strategy <\/span><\/span>focuses <\/span><\/span>largely <\/span><\/span>on switching from coal to fossil gas and biogas\/biomass<\/span><\/span><\/u><\/a> <\/span><\/span>for power generation <\/span><\/span>between<\/span><\/span> now <\/span><\/span>and <\/span><\/span>2050<\/span><\/span><\/strong>.<\/span><\/span> <\/span><\/span>In an interview with <\/span><\/span>France<\/span><\/span>I<\/span><\/span>nter<\/span><\/span>, Claire <\/span>Waysand<\/span>, <\/span><\/span>Interim Chief Executive Officer and<\/span><\/span> <\/span><\/span>General Secretary<\/span><\/span> <\/span><\/span>Engie group, suggested that Chilean power plants would be converted to gas or biomass (<\/span><\/span>4<\/span><\/span>). <\/span><\/span> <\/span><\/p>\n

Even in Europe, E<\/span><\/b>ngie<\/span><\/b> <\/span><\/b>is working to defend gas from regulations<\/u><\/a><\/span><\/b> <\/span><\/b>and is developing new gas infrastructures.<\/span><\/b> <\/span>A<\/span> case <\/span>in point is<\/span> the Vado Ligure plant managed by Tirreno Power, 50% owned by <\/span>Engie<\/span>. <\/span>The plant was <\/span>100% coal-fired before <\/span>its <\/span>conversion<\/span> to fossil gas of<\/span> an 800 MW unit in 2007 and<\/span> the later closure of <\/span>the coal units<\/span> <\/span>due to <\/span>violatin<\/span>g<\/span> health standards<\/span>. However,<\/span> <\/span>Tirreno Power<\/span> recently announced that it will <\/span>double <\/span>the plant\u2019s<\/span> capacity to produce electricity from<\/span> fossil<\/span> gas.<\/span> <\/span><\/p>\n

Ember\u2019s<\/span><\/b> <\/span><\/b>report<\/span><\/b> also<\/span><\/b> highlights that the intended reliance on fossil gas over the next decades is a source of potential climate and regulatory risks for <\/span><\/b>Engie<\/span><\/b>, especially if shale gas <\/span>ends up being<\/span> one of the fuel sources<\/span>,<\/span> given the higher risk of fugitive<\/span> emissions<\/span>. From a financial point of view, the collapse in the cost of generating electricity from renewable energy sources reduces the financial viability of fossil gas assets and would ultimately lead to the abandonment of these assets.<\/span> <\/span><\/p>\n

An alternative scenario <\/span><\/span> <\/span><\/b><\/span><\/p>\n

Engie<\/span><\/span>‘s current decarbonisation strategy is not aligned with the objective of limiting warming to 1.5\u00b0C, nor with the goal of achieving carbon neutrality by 2050<\/span><\/span>.<\/span><\/span> <\/span><\/span>T<\/span><\/span>his is<\/span><\/span>,<\/span><\/span> <\/span><\/span>however<\/span><\/span>,<\/span><\/span> a<\/span><\/span> demand of a growing number of <\/span><\/span>financial institutions<\/span><\/span>,<\/span><\/span> <\/span><\/span>notably those involved in the <\/span><\/span>N<\/span><\/span>et <\/span><\/span>Z<\/span><\/span>ero <\/span><\/span>A<\/span><\/span>sset <\/span><\/span>O<\/span><\/span>wner <\/span><\/span>A<\/span><\/span>lliance<\/span><\/span>.<\/span><\/span> <\/span><\/p>\n

Not only<\/span><\/span> do<\/span><\/span> 24 French financial institutions <\/span><\/span>(<\/span><\/span>5<\/span><\/span>) <\/span><\/span>expect <\/span><\/span>their<\/span><\/span> clients active in the coal sector to adopt a coal exit plan<\/span><\/span>, <\/span><\/span>but <\/span><\/span>many of them <\/span><\/span>are also committe<\/span><\/span>d to <\/span><\/span>align<\/span><\/span>ing<\/span><\/span> their <\/span><\/span>activities with the <\/span><\/span>Paris<\/span><\/span> Agreement <\/span><\/span>goals<\/span><\/span>.<\/span><\/span> Nevertheless,<\/span><\/span> <\/span><\/span>Engie<\/span><\/span> is far from compl<\/span><\/span>ying with <\/span><\/span>this expectation<\/span><\/span>:<\/span><\/span> <\/span><\/span>its <\/span><\/span>tardiness<\/span><\/span> <\/span><\/span>in <\/span><\/span>publish<\/span><\/span>ing<\/span><\/span> a plan to close its last coal-fired power plants<\/span><\/span> <\/span><\/span>adds to the risk of being<\/span><\/span> one of the <\/span><\/span>main<\/span><\/span> promoters of gas as a transition energy<\/span><\/span>.<\/span><\/span> <\/span><\/p>\n

Reclaim Finance calls on financial players to <\/span><\/span>rapidly address <\/span><\/span>th<\/span><\/span>is<\/span><\/span> matter <\/span><\/span>and<\/span><\/span> push <\/span><\/span>Engie <\/span><\/span>to publish a roadmap to close its coal assets without switching over to <\/span><\/span>biomass<\/span><\/u><\/span><\/span><\/a> <\/span><\/u>or gas, and to include it in a global strategy of transition towards a carbon neutrality objective consistent with a 1.5\u00b0C trajectory.<\/span><\/span> <\/span><\/span><\/b><\/p>\n<\/div>

(1) Until now, <\/span><\/span>Engie<\/span><\/span> only closed 23% of its coal power capacity (6 full plants and 2 units of one coal plant, for a total of 4,815.6 MW). 14 coal plants representing 54% of its coal capacity (11,356 MW) were sold to other power producers. Most if not all coal plants sold by <\/span><\/span>Engie<\/span><\/span> are still operational, with no date for closure having been announced by the new owners. The coal plant in the Netherlands should be closed by 2029 and the three coal plants recently sold to Riverstone Holdings in Germany should be closed at the latest by 2038 because of the national <\/span><\/span>government<\/span><\/span>\u2019s<\/span><\/span> decision<\/span><\/span> to phase out coal.<\/span><\/span> <\/span><\/p>\n

(2) Following discussions with the Chilean government and with investors, <\/span><\/span>Engie<\/span><\/span> announced the closure in the coming 5 years of the last two units of the <\/span>Tocopilla<\/span> coal plant, two units of the <\/span>Mejillones<\/span> coal plant in Chile and of its coal plant in Peru.<\/span><\/span> <\/span><\/p>\n

(3) Engie<\/span><\/span> certified its greenhouse gas emission reduction target by the SBTi (Science Based Targets Initiative). However, this accreditation refers to a target of 2\u00b0C. Not only is this target insufficient to limit the worst impacts of climate change, but the SBTi has also stopped accepting submissions for the \u00ab\u00a02\u00b0C\u00a0\u00bb target in 2019, focusing on the \u00ab\u00a0well-below 2\u00b0C\u00a0\u00bb and \u00ab\u00a01.5\u00b0C\u00a0\u00bb targets.<\/span><\/span><\/p>\n
