\u201cThe truth is that gas is much dirtier than portrayed.\u201d It is with these words that <\/span><\/span>Urgewald<\/span><\/span>, <\/span><\/span>the <\/span><\/span>G<\/span><\/span>erman NGO speciali<\/span><\/span>zing<\/span><\/span> i<\/span><\/span>n <\/span><\/span>climate<\/span><\/span> issues, <\/span><\/span>introduces its new report<\/a><\/u>: <\/span><\/span>Taking the Next Step \u2013 why insurers should not support new gas infrastructure<\/em>. <\/span><\/span>The report explains the <\/span><\/span>often-disregarded<\/span><\/span> impact of gas on climate change and<\/span><\/span> radically challenges<\/span><\/span> t<\/span><\/span>he misconception<\/span><\/span> that<\/span><\/span> gas is a <\/span><\/span>transition energy. Reclaim Finance joins <\/span><\/span>Urgewald<\/span><\/span> in denouncing the support<\/span><\/span> AXA and other insurance companies <\/span><\/span>provide <\/span><\/span>to new gas infrastructure <\/span><\/span>proje<\/span><\/span>c<\/span><\/span>ts<\/span><\/span>. These<\/span><\/span> project<\/span><\/span>s are<\/span><\/span> completely <\/span><\/span>incompatible with their climate <\/span><\/span>commit<\/span><\/span>ments and <\/span><\/span>their risk management mandate. <\/span><\/span> <\/span><\/span><\/span><\/strong><\/p>\n

Gas is not a climate solution<\/span><\/span><\/strong><\/p>\n

Gas, <\/span>whose<\/span> extraction and <\/span>consumption<\/span> represent<\/span> 25% of all <\/span>GHGs<\/span> worldwide<\/span>, <\/span>is<\/span> often<\/span> presented<\/span> as an alternative to coal. This is a misconception<\/span> for <\/span>two<\/span> key <\/span>reasons<\/span>.<\/span><\/p>\n

Firstly,<\/span> according to the<\/span> Production Gap Report 2020<\/span><\/u> sponsored by the United Nations, we <\/span>must reduce gas production by 3% a year <\/span>up to <\/span>2030. Each new development is therefore <\/span>incompatible<\/span> with our remaining carbon budget. This also means we must <\/span>close<\/span> certai<\/span>n sites before full exploitation. <\/span><\/p>\n

In addition, beyond strict gas uses, another element is <\/span>all <\/span>too often <\/span>o<\/span>verlooked<\/span>: methane leaks during transportation and transformation phases of LNG. These are usually estimated at 2-3% over the whole process<\/span> but could in fact be as high as 9%. Yet, methane (CH4) <\/span>has<\/span>,<\/span> over a 20-year period<\/span>,<\/span> an <\/span>estimated <\/span>impact on climate <\/span>86<\/span> times<\/span> higher<\/span> <\/a>than<\/span> <\/a>CO2<\/span><\/a><\/u>. <\/span>In other words, gas exploitation is much more polluting than acknowledged. <\/span>These facts are e<\/span>ven more <\/span>worr<\/span>y<\/span>ing<\/span> when you realise <\/span>gas production<\/span> isn\u2019t shrinking<\/span> but<\/span> rather is<\/span> increas<\/span>ing<\/span> by 1% a year, as Urgewald reminds us. <\/span><\/p>\n

When<\/span><\/span> useless<\/span><\/span> infrastructure<\/span><\/span> multiplies<\/span><\/span><\/span><\/span><\/strong><\/p>\n

By <\/span>the <\/span>end <\/span>of <\/span>2019, <\/span>21 infrastructure projects for liquified natural gas transportation or transformation <\/span>are <\/span>planned in Europe <\/span>alone<\/span>, including <\/span>six<\/span> already <\/span>under<\/span> construction. <\/span>S<\/span>uch infrastructures usually need 5 to 10 years to <\/span>complete<\/span> and they require 20 years-long supply contracts <\/span>before <\/span>start<\/span>ing<\/span> construction<\/span> work<\/span>. Such timeframes reveal the scale of the disaster: these projects will<\/span> trap <\/span>Europeans in their depend<\/span>e<\/span>nce over gas well beyond what the Paris Agreement allows for. <\/span><\/p>\n

Such<\/span> development<\/span> gas<\/span> is<\/span> in total contradiction <\/span>with<\/span> the EU climate commitments and goes agains current downward gas consumption trends, <\/span> which according to projections will<\/span> decrease<\/span> from<\/span> 13 to 19% by 2040, and by 75 to 85% in 2050. <\/span><\/p>\n

The uselessness of such new infrastructures is even more <\/span>striking <\/span>when looking at <\/span>the <\/span>capacity <\/span>utilization. <\/span>According to<\/span> the German <\/span>I<\/span>nstitute for <\/span>E<\/span>conomic <\/span>R<\/span>esearch, <\/span>DIW, there <\/span>are<\/span> 28 major import LNG terminals and the 8 small scale terminals that currently <\/span>operate<\/span>. They<\/span> run on average at 25% capacity since 2012. <\/span><\/p>\n

From these figures, it is not <\/span>surprising<\/span> there <\/span>are<\/span> so many projects cancelled. <\/span>There <\/span>are<\/span> indeed many risks in<\/span> addition to <\/span>these <\/span>economic factors<\/span>: <\/span>reputational risks from importing shale gas, legal <\/span>risks when importing <\/span>Russian<\/span> gas under US embargo or when gas extraction impacts local inhabitants. In 2020 alone, Engie cancelled its<\/span> contract with<\/span> Next Decade<\/span>, the Irish government <\/span>abandoned<\/span> its Shannon and Cork infrastructure projects, and <\/span>Uniper<\/span> indefinitely<\/span> suspended<\/span> its <\/span>Wilhemshaven<\/span> projec<\/span>t<\/span>. <\/span><\/p>\n

Insurers<\/span><\/span>, key <\/span><\/span>facilitators<\/span><\/span> of <\/span><\/span>gas<\/span><\/span> exploitation<\/span><\/span><\/span><\/span><\/strong><\/p>\n

Nevertheless<\/span>, th<\/span>is dynamic <\/span>might<\/span> well<\/span> accelerate<\/span>,<\/span> since gas is losing the support of key public financial institutions such as development banks and export agencies<\/span>, which <\/span>ar<\/span>e announcing the end of their support to gas projects. <\/span>Most recently<\/span>, the president of the European <\/span>Investment <\/span>Bank announced on the 22nd of January 2021: \u201cGas is over\u201d. <\/span><\/p>\n

Still<\/span>, the <\/span>insurance<\/span> sector<\/span> refuses to <\/span>turn<\/span> its<\/span> back on <\/span>gas<\/span>. <\/span>Urgewald\u2019s<\/span> report shows <\/span>that<\/span> since<\/span> the Paris <\/span>A<\/span>greement, at least 21 <\/span>major<\/span> insurers<\/span> have <\/span>supported<\/span> such<\/span> projects<\/span>, <\/span>either<\/span> through<\/span> the <\/span>outcomes <\/span>of <\/span>insurance<\/span> polic<\/span>ies<\/span>, <\/span>or <\/span>through investment in shares or bonds. <\/span>Urgewald<\/span> l<\/span>ists 24 projects but we suspect this <\/span>is o<\/span>nly the tip of the iceberg. <\/span><\/p>\n

Amongst those insurance companies, AXA. We already knew <\/span>that <\/span>AXA is among the 15 largest insurer<\/span>s<\/span> of oil & gas worldwide. <\/span>Urgewald\u2019s<\/span> report shows us how it is involved in the expansion of gas in Europe with<\/span> support to<\/span> no le<\/span>ss than <\/span>five<\/span> projects planning gas infrastructure expansion<\/span> since the signing of the Paris Agreement<\/span>. We can mention the <\/span>Nordstrem<\/span> 2 <\/span>gazoduc<\/span> project, but also the gas activities of Energinet (Denmark), N.V. <\/span>Nederlandse<\/span> Gasunie<\/span> (Netherlands) and <\/span>Fluxys<\/span> (Belgium). <\/span><\/p>\n

AXA\u2019s <\/span><\/span>unscrupulous<\/span><\/span> support<\/span><\/span> to the <\/span><\/span>gas<\/span><\/span> sector<\/span><\/span> <\/span><\/span><\/span><\/span><\/strong><\/p>\n

When<\/span> focusing<\/span> on <\/span>Fluxys<\/span>, AXA <\/span>has<\/span> for instance<\/span> i<\/span>nsure<\/span>d<\/span> this<\/span> company<\/span> against<\/span> p<\/span>roject<\/span> property<\/span> damages and business interruption at two of its<\/span> LNG <\/span>Terminals<\/span>. AXA <\/span>is<\/span> also<\/span> its<\/span> business <\/span>partner<\/span> in a <\/span>joint venture<\/span> with<\/span> Fluxys<\/span>. <\/span>Fluxys<\/span>, a <\/span>Belgian<\/span> company<\/span> importing<\/span> LNG<\/span> through<\/span> several<\/span> terminals<\/span> in France, <\/span>Belgium<\/span> and Germany<\/span>,<\/span> is<\/span> problematic<\/span> on <\/span>several<\/span> levels<\/span>. <\/span><\/p>\n

Fluxys<\/span> plans first on running its operations in the gas sector well beyond what would be a Paris-aligned timeframe. Europe must phase-out gas<\/span> by 2040, but <\/span>Fluxys<\/span> has a supply agreement with Qatar until 2044. The GHG emissions from this contract will <\/span>add up<\/span> to 2.3 <\/span>gigatons<\/span> of CO2 over the next 25 years<\/span> \u2013 the equivalent of three times the entire GHG emissions of Germany for 2018. <\/span><\/p>\n

Fluxys<\/span> also has signed in 2015 a<\/span> 20-years long agreement with Novatek, a Russian company, to buy 8 <\/span>million<\/span> tons of LNG from the Yamal region. <\/span>However, th<\/span>e <\/span>gas acti<\/span>vity of Novatek <\/span>threatens<\/span> the <\/span>traditional<\/span> way of life of over 41<\/span>,<\/span>000 Nenets and <\/span>Yamalo<\/span> inhabitants whose land has been <\/span>occupied <\/span>an<\/span>d <\/span>who<\/span> now face mass unemployment and multiple addiction problems. <\/span><\/p>\n

AXA <\/span><\/span>must <\/span><\/span>say<\/span><\/span> no to <\/span><\/span>gas<\/span><\/span> expansion<\/span><\/span> <\/span><\/span><\/span><\/strong><\/span><\/p>\n

To <\/span><\/span>sum<\/span><\/span> up, by <\/span><\/span>accepting<\/span><\/span> to <\/span><\/span>insure<\/span><\/span> or <\/span><\/span>invest<\/span><\/span> in <\/span><\/span>this<\/span><\/span> type of <\/span><\/span>compan<\/span><\/span>y<\/span><\/span>, AXA has <\/span><\/span>helped<\/span><\/span> aggravate <\/span><\/span>the <\/span><\/span>current<\/span><\/span> climate<\/span><\/span> crisis<\/span><\/span>. <\/span><\/span>A<\/span><\/span>dditionally<\/span><\/span>, <\/span><\/span>it<\/span><\/span> also<\/span><\/span> threatens<\/span><\/span> fundamental<\/span><\/span> human<\/span><\/span> rights<\/span><\/span> of <\/span><\/span>communities<\/span><\/span> affected<\/span><\/span> by <\/span><\/span>gas<\/span><\/span> extraction <\/span><\/span>pits<\/span><\/span>. <\/span><\/span>With<\/span><\/span> such<\/span><\/span> an<\/span><\/span> investment<\/span><\/span> policy<\/span><\/span>, the <\/span><\/span>risk<\/span><\/span> to <\/span><\/span>register<\/span><\/span> losses<\/span><\/span> is<\/span><\/span> likely<\/span><\/span> considering<\/span><\/span> the <\/span><\/span>current<\/span><\/span> chronic<\/span><\/span> unde<\/span><\/span>r-using <\/span><\/span>o<\/span><\/span>f <\/span><\/span>gas<\/span><\/span> infrastructures in Europe. <\/span><\/span> <\/span><\/span><\/p>\n

It is urgent for AXA, as it is for all <\/span><\/span>E<\/span><\/span>uropean insurers, to <\/span><\/span>immediately<\/span><\/span> stop <\/span><\/span>ensuring<\/span><\/span> any new gas project and to condition its financial support to <\/span><\/span>companies <\/span><\/span>on <\/span><\/span>the end of their gas expansion. <\/span><\/span>Unless this is done, it will be easy for climate activist to denounce the hypocrisy of AXA, <\/span><\/span>which recently joined <\/span><\/span>the Net<\/span><\/span>–<\/span><\/span>Zero Asset Owner Alliance, regarding its climate commitments<\/span><\/span>.<\/span><\/span><\/span><\/span><\/strong><\/p>\n<\/div>
