Dans le contexte de la guerre en Ukraine, les banques, assureurs et investisseurs ont un impératif moral. Ils doivent s’engager à ne plus fournir de nouveaux services financiers pour le secteur des énergies fossiles russe et les entreprises non-russes n’ayant pas encore renoncé à leurs activités de production d’énergies fossiles en Russie. Les ventes de pétrole et de gaz ont représenté 36 % du budget de la Russie l’année dernière et ont permis à Poutine d’accumuler 470 milliards de dollars de réserves étrangères.

Le secteur financier américain est désormais soumis à une décision prise par le gouvernement américain. Ils doivent cesser tout nouvel investissement et tout nouveau service financiers au secteur énergétique russe ainsi qu’aux entreprises américaines produisant de l’énergie en Russie. 14 autres institutions financières se sont également engagées à limiter ou cesser leurs activités en Russe. Plusieurs investisseurs vont encore plus loin: le Fonds Carmignac et Church of England ont annoncé une politique de désinvestissement. Certains, en revanche, se sont contentés de déclarations décrivant leurs liens avec les entreprises russe. Le tableau ci-dessous liste (de manière non-exhaustive) les engagements pris par les institutions financières privées depuis le début de la guerre.

Malheureusement, de nombreuses autres banques, assureurs et investisseurs font encore le dos rond. Dans une lettre ouverte, Reclaim Finance et 75 ONG appellent ces institutions financières à se montrer à la hauteur en excluant les entreprises russes du secteur des énergies fossiles de tout nouveau service financier : pas de nouveaux financements, pas de nouvelles couvertures d’assurance, pas de nouveaux investissements et adopter une politique de désinvestissements. Reclaim appelle également les institutions financières à suspendre tous nouveaux services financiers pour TotalEnergies, Fortum/Uniper, Wintershall DEA et autres entreprises non-russes tant qu’elles n’ont pas annoncé leur retrait de la Russie à l’instar de BP, Shell, Equinor et ExxonMobil.
